It doesn't fail on amd64.
I missed the fact that plast was already specifying
Architecture: any-amd64 all

so this only affects building arch:all packages.
Unfortunately, we don't have a way to say that arch:all packages should
be built on a specific architecture. So I'm downgrading this bug.
