I had a look and can reproduce the build error.  
(in fact my local build had more than just the one failure)

But this is a failure in in a test of the python wrapping of GDCM that passed 
the previous build -- with unmodified ITK sources/  I lack the time and 
motivation to debug this kind of issue.
