[Debian-med-packaging] Bug#978057: libpdb-redo FTCBFS: uses the build architecture pkg-config

libpdb-redo fails to cross build from source, because it uses the build
architecture pkg-config via AC_PATH_PROG. A better solution would be
using PKG_PROG_PKG_CONFIG, which libpdb-redo already uses implicitly via
PKG_CHECK_MODULES. Unfortunately, the earlier AC_PATH_PROG wins and
selects the wrong pkg-config. Please consider applying the attached
patch to make libpdb-redo cross buildable.
