As mentioned on #922860 [1], I am not one of the core HTSlib maintainers. While I am an interested bystander who knows the codebase well and takes an interest in your packaging, I would not want to be listed to the exclusion of the actual maintainers.

If you want to list an upstream contact email address, I would suggest <samtools-devel at lists.sourceforge.net>. This is a very low volume mailing list that is read by the HTSlib maintainers, myself, and others.
