[Debian-med-packaging] Bug#936631: gnumed-server: fixed upstream

Followup-For: Bug #936631

Upstream has released 1.8.0/22.11 which supports python3.

Please make python:any -> python3:any.

(note that it has only be tested with py3.7, not py3.8, so maybe versioned ?)

Please make python3-psycopg2 a 2.7 versioned dependency as
python3-psycopg2 2.8 seems to have some problems.
