Hmmm, well, the fix was needed to make sure that the arch all package
will be created for arch all only builds.  Depending from the way the
autopkgtest is done it might be that this is the issue, yes.

Seems this is the case.  I'll add the versioned depends and will close
the bug with the upload.

I think closing it with versioned Depends is a proper way to do.
