Dear Graham,

Thank you for your report. This issues is already known by upstream. So as
to not hold up multiple transitions, the s390x builds of htslib (and its
reverse-dependencies) have been removed from the archive as per
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=948092

Therefore I'm lowing the severity of this issue to important so htslib and
the rest can all migrate to testing.

Hopefully upstream will find a solution soon.
