ariba unsatisfiable Build-Depends(-Arch) on arm64: spades
ariba unsatisfiable Build-Depends(-Arch) on mips64el: spades
ariba unsatisfiable Build-Depends(-Arch) on ppc64el: spades
There seems to be some disagrement whether spades should be
a dependency, or whether ariba is also usable without spades:

If spades is required by ariba:
- it should be a dependency, and
- the build dependency should no longer be marked <!nocheck>
since it is also required to limit where ariba is built, and
- an RM bug is needed for the stale binaries on arm64/mips64el/ppc64el
If spades is only optional for ariba:
- the build dependency should be made amd64-only for now
Updating spades to the latest version might or might not make
spades build on more architectures.
