[Debian-med-packaging] [covid-19] Help for ocaml package needed

Hi Shayan,

In order to fix this error in a quick&dirty way, you can to add `oasis` 
as a build-dependency and do `oasis setup` (which regenerates the file 
setup.ml) before the `ocaml setup.ml -all` in rules.
