[Debian-med-packaging] anndata renamed to python-anndata and uploaded

Hi Diane and Steffen,

Diane, thanks for your initial work on anndata.

Steffen has upgraded anndata packaging.  By chance he found out that it
was in Salsa by chance - it would be helpful to add an entry to Debian
Med tasks right after pushing a package to salsa to make sure it will be
rendered at our tasks pages.  I've added it to bio-dev task now.

I changed the repository layout to the one defined in Debian Med policy
(the default branch is "master" not "debian/master").  I know there are
pros and cons for different layouts -  but the biggest pro for the
moment that inside med-team we have all the same.

I also decided to prefix the source package name with 'python-' which is
as far as I can see the most common way to name Python module packages.
So you can find the packaging now at

   https://salsa.debian.org/med-team/python-anndata

I did some other minor changes including fixing autopkgtest which was
lacking a test dependendy - at least in the latest version commited by
Steffen.  I'll upload to new now.
