Hi,

q2-cutadapt build-depends both on python3-pandas and on q2-types.

python3-pandas version 1.1.4+dfsg-1 Breaks q2-types (<< 2019.10.0-1.1~).
However, the only version of q2-types in the archive is 2019.10.0-1.
