charls was updated to 2.1.0+dfsg-1 yesterday which caused this, see: #971425

It FTBFS on several architectures, so we won't be able to rebuild
qmapshack on all architectures at the moment.

As mentioned in #971425 this breaking change in charls needs to be
reverted or a transition is required. In case of the latter this issue
will be fixed once qmapshack is rebuilt with the new charls.
