[Debian-med-packaging] Bug#986530: routine-update: Add deb-fix-build from ognibuild package

It would be nice to run deb-fix-build from the ognibuild package as part
of routine-update.

Ideally after version 0.0.4-1 of ognibuild reaches testing.

Open question if this should be the default behavior with a flag to
skip, or an additional step via a command line flag.
