[Debian-med-packaging] Bug#992977: spdlog: Failed upstream test set_level_to_string_view

Dear Debian spdlog maintainer,

Current spdlog/1.8.5 in Debian has a failed test, according to autopkgtest.

This issue is known to upstream and is not fixed yet:
https://github.com/gabime/spdlog/issues/1896 .

The fix for now could be disabling this specific test for now, such as
disabling the test case of set_level_to_string_view. Spdlog also released
multiple new versions of spdlog recently; we need to check whether new
versions in future would fix this bug as well.
