Hi,

Currently I am not able to reproduce the issue on my computer nor on 
several machines of the Debian project.

I shall investigate further a bit later, but so far looking at a diff 
between the provided build log and mine has not helped.

The warning mentioned in the bug title is issued by the Javadoc builder, 
which we do not use. It does not trigger the failure of the build.
The real issue is in the tests: for some reason, a FileNotFoundException 
is raised by the FileOutputStream constructor when being called on files 
in the test-results/ directory.
