[Debian-med-packaging] Your last commit to biosig package does not build

Hi Alois,

I wanted to upload your last changes to biosig (BTW, when editing
d/changelog it is safer if you use `dch` which ensures valid changelog
entries - there was a changelog owner line missing).

When trying to build the current status in Git I get:

ls: cannot access '/build/biosig-2.3.3/biosig4c++/SystemFiles/Links/MathLink/DeveloperKit/*': No such file or directory
mliver.c:5:10: fatal error: mathlink.h: No such file or directory
    5 | #include <mathlink.h>
      |          ^~~~~~~~~~~~
compilation terminated.


I guess this has something to do with matlab.  Could you please make
those mathlab related changes optional to build safely on a clean
Debian system (featuring octave only)?
