[Debian-med-packaging] Bug#982608: axe-demultiplexer: FTCBFS: unsatisfiable python3-sphinx dependency

axe-demultiplexer cannot be cross built from source, because its
python3-sphinx dependency is not satisfiable. Given that the
documentation is not split to an Arch:all package, we cannot move it to
B-D-I. Given that sphinx is capable of exposing architecture-specific
behaviour, we cannot mark it Multi-Arch: foreign. axe-demultiplexer does
not seem to rely on such behaviour, so we can annotate sphinx with
:native, which makes it cross buildable. Please consider applying the
attached patch.
