[Debian-med-packaging] Bug#983411: brian: tests should be run with pytest instead of nosetest

Greetings,

While upstreaming a patch for "brian", the upstream author has
been kind enough to have a look at the build logs, and notify us
that the test suite should probably be better run with pytest,
instead of the current nosetest based invocation[1].  Note that
there is also a risk that the test suite uses way more compute
power than it does as is.
