What changed between 2.4.7-2 and -3 seems to be the cmake option
CMAKE_SKIP_INSTALL_ALL_DEPENDENCY set by dh in compat level 13. 
This package just might not be compatible with that optimization
and I wonder if this bug could be mitigated with explicit 
-DCMAKE_SKIP_INSTALL_ALL_DEPENDENCY=OFF in debian/rules.
