Note that your build log contains the message

	configure:4504: error: cannot find install-sh, install.sh, or shtool in "." "./.." "./../.."

which does not seem to appear in autoconf 2.70. So it seems either the configure script was previously generated (coming from a release tarball?) or you may have some mixture of autoconf 2.69 and 2.70 in your test environment.
