[Debian-med-packaging] Bug#979704: libspoa-dev: breaks reverse-depends: shasta

Version: 4.0.6+ds-1
Severity: grave
Justification: renders package unusable

While trying to build src:shasta, I noticed the following:

1. libspoa-dev is missing a depends: libcereal-dev.

2. shasta is not compatible with the API of libspoa-dev (>= 4).
I will attach a build log of the failure.
Looks like "The big refactor"[1] of spoa broke compatibility.

Transition tracker says there is another reverse-depend of spoa,
racon,[2] and there could be similar findings when it is rebuilt
against spoa 4 but I have not checked it.
