[Debian-med-packaging] Bug#980741: RM: libthread-pool0 -- NBS; package became header only and dropped the arch:any binary

Dear ftp-masters,

src:libthread-pool used to build libthread-pool0, but it stopped doing
that in the latest version. Hence, it doesn't build any arch:any binary
anymore, which will block migration as long as the old binaries are
still around. Because the package is part of the spoa transition (via
racon), we have difficulties to finish the transition if these packages
aren't removed.
