Dear maintainers,

ciftilib FTBFS when building the arch:all package [1].

Due to a bug [2] in the migration software, the package migrated to
bullseye nevertheless, so now libcifti-doc is missing (I noticed because
autopkgtest for boost failed, so yeah for autopkgtest).
