I think the best fix at this point will be to bump the versions in the symbols
file to match the intention, and then binNMU all the packages with a
dependency on (>= 1.3.8) so that they get fixed to (>= 1.4.0) if appropriate.

I haven’t finished looking into the current upstream situation in detail but
it seems this is fixed, so we shouldn’t run into the issue for later symbols.

I’ll NMU zstd (unless anyone from the med team objects) and send a summary to
the release team.
