Control: reassign -1 libgdcm-dev

Hi Frédéric,

I noticed the severity of the bug has been bumped to serious, so
am investingating the issue. I have been scratching my head on
libvtkgdcm-dev missing dependency on libvtkgdcm-dev, so I ended
up realizing that:

	$ apt-file search /usr/lib/x86_64-linux-gnu/gdcm-3.0/GDCMTargets.cmake
	libgdcm-dev: /usr/lib/x86_64-linux-gnu/gdcm-3.0/GDCMTargets.cmake

So I think libgdcm-dev is actually affected, but feel free to
reset the assignation if I missed the point.

I believe I'm on tracks to have a working fix before the end of
the week (merely adding missing dependencies to libgdcm-dev and
adjusting GDCMTargets*.cmake on the fly). Per chance, do you
have a reference to the package that is affected by this issue,
or a simple reproducer, to make sure the problem is solved?

Thanks for your report, and investigations to address the issue!

Have a nice day,  :)
