[Debian-med-packaging] Bug#984871: ncbi-blast+: Missing headers for shared libraries

Dear Maintainer,

this package contains various shared libraries from the NCBI toolkit, but the corresponding
header files to compile using these libraries are missing. I request that all headers be
provided that can be obtained by building BLAST from source, tarball available at:
https://ftp.ncbi.nlm.nih.gov/blast/executables/blast+/
