[Debian-med-packaging] Bug#985069: seqprep FTCBFS -- multiple reasons

Dear Maintainer,

seqprep has a B-D on markdown, which needs to be marked 'M-A: foreign',
check #982406. But in any case, a maintainer html can be easily
maintained, thus mitigating the problem anyway.

It also has a dep on python3 which causes problems in cross
satisfiability. Since it is a test-only dep, it can simply be annotated
with a <!nocheck>. Both changes have been done and pushed to salsa
here[1] and here[2]

It is ready for upload, and this should be done after bullseye release.
