Unfortunately not.

Yes, I also had the explanation that some other Build-Dependency might
in turn had a dependency from libpcre3-dev and thus I was lured in that
the build worked so easily.  Its really hard to reproduce, thought.

In any case I'm happy that I now have a libpcre2-dev solution that
passes upstreams test suite (at least to the level where it was passing
with libpcre3-dev).
