Thanks Graham for your report and analysis!  I have been
assessing the situation on my end, and assuming reportlab can be
used without renderpm, I think that this is a probably a bug on
python3-biopython control information.

As far as I could see, the test suite can run either with both
packages, or none of them, so demoting python3-reportlab to
Suggests, same as python3-renderpm, could also do the trick.
That being said the issue would also be at risk to propagate to
users of biopython if python3-reportlab is installed without
python3-renderpm on their hosts.  Thus, bumping python3-renderpm
to Depends sounds to me to be the most appropriate approach as
well.
