The samtools upgrade 1.14 requires htslib 1.14 to be available.
There might be some coordination needed to have all components
on par apparently.  I think I will do a first upload with 1.13
plus patch to fix the RC bug as such; this should give some
breathing room for focusing on the htslib upgrade later.
