[Debian-med-packaging] Bug#994889: RM: python-dipy -- NBS; dipy does not produce python2 packages anymore

Hello Ftp,

the source package dipy does not produce the python-dipy binary
package anymore, since this is python2 specific.  The current
replacement is python3-dipy 1.4.1-1, but the old python-dipy
0.14.0-1 seems still around in sid.

This also affects various versions of the binary package
python-dipy-lib, depending on whether we are on s390x (version
0.13.0-2), or any other architecture (0.14.0-1).
