[Debian-med-packaging] Please upgrade gdcm

Hi,

I'm just pinging all Uploaders of gdcm.  I've fixed the watch file and
importet the new upstream version into Salsa git.  I've never uploaded
this package and I'm wondering whether it needs more coordination.  It
would be great if this could be done in the next couple of weeks since I
would love to get working watch file information of Github hosted
software for all our packages.
