Justification: rc policy - "Packages must be buildable within the same release."

python-freecontact build-depends on libfreecontact-dev which was recently removed
on armel, presumablly due to a FTBFS.

Either freecontact needs to be fixed to build on armel again, or the armel binaries
for python-freecontact need to be removed as well.
