Using the same command line with different versions of the package,
here are the results:

2.10.1+ds-1 (using snapshot.d.o) ok

2.11.0+ds-1 (Bullseye) ko (exitcode=134)
terminate called after throwing an instance of 'ncbi::CIO_Exception'
  what():  NCBI C++ Exception:
    T3 "c++/include/corelib/ncbidiag.hpp", line 445: Error: (CIO_Exception::eIO_InvalidArg) ncbi::s_HttpConnectorBuilder() - CConn_HttpStream::CConn_HttpStream():  Bad URL

Aborted

2.12.0+ds-3+b1 (Sid) ok

Moreover, I also tried a local installation of the new upstream 2.13.0+ [1,2]
and it is ok.
