So the code has been merged upstream. I am planning on releasing GDCM
3.0.16 shortly. What this means is gdcm+vtk9+python will be supported,
but neither gdcm+vtk9+java nor gdcm+vtk9+c# will. I've check the
popcon:

Both libvtkgdcm-cil & libvtkgdcm-java are very low. So I suspect we
can go ahead with vtk9 transition and drop those two low-popcon
packages.
