[Debian-med-packaging] Bug#1026047: pigx-rnaseq: NMU: Drop citeproc dependency

The package will not migrate because it historically has a dependency on pandoc-citeproc which is no longer necessary to 
build or run. A debdiff is attached. I am uploading a LowNMU based on it.
