[Debian-med-packaging] Bug#1025370: ntcard: ftbfs with nthash 2.3.0

For the time being, I have vendored the relevant header files
from nthash in ntcard itseld and patched the buildsystem a bit to
pick those up.

Ans so, for now, ntcard would "build" (with a compromise) and so
I am downgrading the severity.
