[Debian-med-packaging] Bug#671828: xmedcon dicom YBR photometric interpretation bug reproducer

Hello,

While working on upgrading xmedcon to 0.21.2, I believe that I
reproduced the issue using one image of the pydicom test suite:

	$ xmedcon pydicom/data/test_files/SC_ybr_full_422_uncompressed.dcm
	
	GUI X Window System Medical Image Conversion Utility
	(X)MedCon 0.21.2
	Copyright (C) 1997-2021 by Erik Nolf
	
	Try 'xmedcon --help' for more information.
	
	Feb 11 21:25:46 log[1851100]: warning: Unknown PhotometricInterpretation
	Feb 11 21:25:46 log[1851100]: warning: Incorrect PixelData length

The graphical interface shows a black square in place of the
image.
