I've uploaded the new version.

You did yourself added patches to use Debian packaged charls 1.x and
2.x.  These patches were not activated and I left it as is.  It would be
great if you could have a look whether it might be better to use the
Debian packaged libs.  If not please add a reason to deactivate the
patches in the DEP3 fields.

PS: In case anything is broken in these dcmtk packages please fix it
    since I'm not an imaging expert and just wanted to save your time
    with the upgrade. ;-)
