Hi,

I prepared an upload which reduces nipy python support to
python3-dev, currently python3.10, so this fixes the failure to
build from source until it comes back to bite us when python3.11
becomes the new default.  I reduce the severity in the meantime.
Hopefully bringing back support to python3-all-dev will be
doable in the end.
