[Debian-med-packaging] Bug#1024036: nipy FTBFS with Python 3.11 as supported version

Hi,

I informed upstream of the issue and pushed an update of nipy
building only agains python3-dev, thus currently python3.10.
This is sufficient to fix the failure to build from source for
the time being, until python3.11 becomes the default.  Hopefully
this will be fixed until then, and it will become possible again
for the build to depend on python3-all-dev.

(Hope that's not a duplicate, for some reason my initial email
didn't make it to my sent box.)
