[Debian-med-packaging] Bug#1058768: Bug#1058768: cyvcf2: ftbfs and autopkgtest regression with htslib 1.19

Experimental pseudo-excuses tripped the cyvcf2 autopkgtest bug,
which has its log[1] now available.  Besides, upstream seems to
be discussing porting effort[2] of cyvcf2 to htslib 1.19, with
changes which seem to allow for mitigating the bug at play.  We
will see how it goes.
