[Debian-med-packaging] Bug#1030884: Chain of Dependencies prevents closing RC bugs

Hi,

to fix

  #1030884 python-cogent: FTBFS (ImportError: cannot import name 'float' from 'numpy')

and let it migrate to testing it needs to wait for

  #950598 python3-jupyter-sphinx: package relies on unavailable `ipywidgets.embed` module

which in turn needs

  #896460 Please package ipywidgets 7

which needs another not yet packaged precondition.

Since I do not think that #896460 will be closed any time soon the only
realistic solution to let python-cogent migrate will probably be to make
it independent from python3-jupyter-sphinx by skipping features in its
docs or simply do not generate the doc at all as long as its
precondition will not be in testing.

Do you think that's correct?
