[Debian-med-packaging] libdeflate 1.15 in Debian

Hi Michael,

due to the request below I upgraded libdeflate in Git.  Since there were
quite some changes regarding the test and benchmark as well as the build
system and on the other hand the package has quite some rdepends I'm
hesitating with an upload without any review from some team member.
