[Debian-med-packaging] Nex version of python-reportlab

Hello,

I noticed that the next version of python-biopython, which is nearly
ready for an upload at
https://salsa.debian.org/med-team/python-biopython, depends on the
latest version of python3-reportlab, and depends no longer on
transitional packages python3-renderpm and python3-reportlab-accel,
which is now the right dependency scheme. Thank you for this evolution,
which will allow me to deprecate the two last packages.

I am pleased to announce that I cleared an issue happening during the
test suite, with FAILing test_GenomeDiagram. When a default T1 font
cannot be found, python3-reportlab replaces it on the fly by Vera.ttf,
so the complete test suite passes, without any modification of
python-biopython's source.
