[Debian-med-packaging] Nex version of python-reportlab

Hi Georges,

I uploaded Biopython 1.81 to unstable.  The versioned build
dependency has been introduced in 1.80+dfsg-6 currently in
testing though, so migration of reportlab 4 to testing already
occurred.
