as César confirmed, the code from  Stephane Guindon was already present 
in fasttree-2.1.10.c and really came from an very old version of pyhml 
that was still licensed under GPL-2+.
So your original entry in debian/copyright was correct.
I accepted the current upload with the GPL-3 entry now, but maybe you 
can change it back in a later upload.
