[Debian-med-packaging] Bug#1039562: libchado-perl: fails to access database during installation

Hi,

during a test with piuparts I noticed your package fails to access its
database during intallation. A postgresql server is installed and
running before installing libchado-perl.

>From the attached log (scroll to the bottom...):

  DBI connect('dbname=gmod-chado;host=localhost;port=5432','chado',...) failed: connection to server at "localhost" (127.0.0.1), port 5432 failed: FATAL:  password authentication failed for user "chado"
  connection to server at "localhost" (127.0.0.1), port 5432 failed: FATAL:  password authentication failed for user "chado" at /usr/share/perl5/Bio/GMOD/DB/Config.pm line 233.
  Database access not correctly configured
  Check your configuration and run manually the database update:
  cd /usr/share/gmod/chado/
  export GMOD_ROOT=/usr/share/gmod/chado
  export PGPASSFILE=/usr/share/gmod/chado/pgpass
  For a new installation:
  make load_schema
  make prepdb
  OR
  make update to upgrade the schema from a previous install
  Processing triggers for libc-bin (2.36-9) ...
  Processing triggers for ca-certificates (20230311) ...
  Updating certificates in /etc/ssl/certs...
  0 added, 0 removed; done.
  Running hooks in /etc/ca-certificates/update.d...
  done.


libchado-perl does not seem to use dbconfig-common to configure its
database access.
