[Debian-med-packaging] Bug#1063025: add --clean-build option for building with sbuild

Most of the time running dpkg-buildpackage fails due to missing build 
depends. So it would be nice to have --clean-build option to build with 
sbuild (being the official clean building tool) and may be 
--clean-build-with option to choose other tools like pbuilder or cowbuilder.
