Hi,

maybe adding these in d/control:
  python3-setuptools-scm;
and d/rules:
 SETUPTOOLS_SCM_PRETEND_VERSION=$(DEB_VERSION_UPSTREAM)
would help ?

It helped me to automagically solve some problems alike to this one,
but I admit I don't understand everything.
